Elizabeth Garnham is Access and Participation Plan Manager at the Office for Students. Her role is to oversee the regulatory process associated with access and participation plans and she played a key role in the recent policy reforms. Prior to working at the OfS, Elizabeth was Policy Manager for the Office for Fair Access (OFFA). Elizabeth also spent eight years working in universities specialising in access and participation. Elizabeth holds a Master’s degree from the University of Bristol in Neuroscience and Education specialising in socioeconomic status and brain development. In her spare time Elizabeth volunteers with children in care as an independent visitor.

  • Assessing how the Office for Students measures the success of access and participation programmes in higher education
  • Exploring the Office for Students’ ambitious targets to eliminate equality gaps in entry within the next 20 years
  • Analysing what constitutes an effective access and participation plan in line with OfS guidance
  • Sharing the outcomes from the evaluation report of the first two years of the National Collaborative Outreach Programme (NCOP)
  • Evaluating the expansion of NCOP in 2020 to tackling the gaps in access for underrepresented groups and low participation areas
